What can I use to create a lawn parking for a shopping centre?

No grid can assure lawn parkings in a shopping centre, because the grass will not enough light and water and it is costantly under stress. Gravel parkings are better solutions.

Backfill soil found on the building site can be used as substrate?

Preferably not, neither for grids nor for roof gardens. This is why backfill soils are soft, clay grounds that tend to absorb a lot of water, to withdraw and are not good substrates for drivable lawns.
